Component- II
This Component will catalyze high profile demonstration projects in five selected cities in four participating states that will create models of sustainable transport solutions for other Indian cities to replicate. These projects focus on four themes: (i) Public transport development; (ii) Non-motorized transport development; (iii) Pilot Intelligent Transport System (ITS); and (iv) Integrated land use and transport planning and Transit-Oriented Development
Following are the cities that are participating as Demonstration Cities & Projects*:

The participating state governments, through their designated Implementing Agencies (PIAs), will be responsible for implementation of their city demonstration projects. A Project Implementation Unit (PIU) led by a full-time project manager has been established at each PIA to manage the day-to-day project implementation activities, including procurement, financial management, social and environmental management, as well as monitoring and evaluation.
- Implementing Agencies (IAs) get capacity to:
• Conduct detailed planning for urban transport
• Take care of Social/Environmental issues
• Provide sound Financial and Procurement Management
• Technical capacity to conduct and oversee urban transport projects - Cities will get future funding from International Funding Agencies due to demonstrated experience in Procurement, Technical Oversight, Social/Environmental Impact Assessment and Financial Management
- Additionally, there will be hands-on “mentoring” by PMU, the PMC, Bank staff and consultants, and/or independent quality advisors during the detailed project preparation and execution of Component 2. There are also a number of specific technical assistance activities within each demonstration city project which will lead to an enhanced local understanding of sustainable urban transport concept, and related new planning and development processes and procedures.
Joining SUTP Participating Cities
Steps for new cities to join the project on a moving train concept:
- Cities opting to take WB loan to submit project outline
- Prepare DPR as per World Bank format
- Appraisal by WB
- Tripartite participation agreement between MoUD, State and City:
- To undertake certain reforms enshrined in NUTP
- Implement the process outlined in the Project Operations Manual
- States to obtain Debt Sustainability Clearance.
