About Us
Sustainable Urban Transport Project
Integrated and comprehensive institutional and capacity development programs needs to be developed and implemented at the national, state and local government levels. These are necessary to build sufficient institutional and human capacity to successfully address already severe and rapidly growing urban transport challenges. With this in mind, the Sustainable Urban Transport Project (SUTP) was developed. The two main objectives of SUTP are:
- Strengthening capacity of GOI, Institute of Urban Transport (IUT), and participating states and cities in planning, financing, implementing, operating and managing sustainable urban transport systems; and
- Assisting states and cities in preparing and
implementing demonstration “Green Transport” projects.
- SUTP is initiated by GoI with the support of the Global Environment Facility (GEF), World Bank and United Nations Development Program (UNDP).
- Ministry of Urban Development (MoUD) is the nodal agency for the project.
- The implementation of SUTP is planned over the next four years. The total cost of the project is 1427.97 crores.
About the Project
The project is to be implemented through the following three main components:
Component I: National Capacity Development Initiatives
The primary objective of this component is to explore options and carry out preparatory work towards establishing and institutionalizing the NUTP. This component supports outputs and activities focused on Institutional and Individual capacity development for government agencies/ institutions already engaged in urban transport planning and implementation. The Component will include technical assistance to the MoUD for implementation of the NUTP and NURM. Implementation of the Component 1 will be supported mainly by UNDP with the World Bank providing technical support to some activities.
Component 1A – Capacity Building for Institutions and Individuals
- Sub Component 1 - Strengthening of IUT
- Sub Component 2 - Individual Capacity Development through Training of Trainers and Training of about 1000 professionals
- Sub Component 3a – Needs Assessment and Identification of Manuals and Toolkits
- Sub Component 3b – Preparation of Manuals and Toolkits
- Sub Component 4 - Dissemination Activities
National Workshops
National Level Workshops are being conducted by IUT under SUTP for building capacity at National, State and City Level to strengthen the core functions necessary for efficient administration of Urban Transport.

Component 1B – Technical Assistance to MoUD to Improve the National, State and Local Capacities in providing Sustainable Transportation
- Establish Urban Metropolitan Transport Authority (UMTA), Urban Transport Fund (UTF)
- Establish Traffic Management and Information Control Centre, Integrated Common Ticketing Through Smart Card and National Public Transport Helpline
- Develop Guidance Documents for NMT Plan, Bike sharing and TOD
- Develop Urban Transport Research Program in India
- Preparation of GHG Emissions Assessment methodology
Component II: Demonstration Projects
This Component will catalyze high profile demonstration projects in selected cities that will create models of sustainable transport solutions for other Indian cities to replicate. These projects focus on four themes:
- Public transport development;
- Non-motorized transport development;
- Intelligent Transport System (ITS); and
- Integrated land use, transport planning and Transit-Oriented Development (TOD). CITIES
The current demonstration cities are:
- Pune and Pimpri-Chinchwad (in Maharashtra ),
- Naya Raipur (in Chhattisgarh)
- Indore (in Madhya Pradesh), and
- Mysore (in Karnataka).
The project setup allows additional cities to join the program during the course of the project
Component III: Project Management
This component aims to provide technical assistance to Ministry of Urban Development (MoUD) to strengthen their project management capabilities and enable them to successfully manage the implementation of SUTP.
